How would I go about removing this chip?
Desoldering, or glue remover?

Circuitbenders:
Why would you want to remove that chip, and whats a glue remover?

I probably wouldn't go near that without a proper vacuum desoldering gun, but if you had to then it could be done with a solder sucker, some solder wick, and a whole lot of patience.
You're lucky that its a single sided board and is old enough to not use lead free solder, or it'd be a nightmare.

iwillbeacircuitbender:
"What is glue remover?"
That's what acetone is
I know that that chip is CPU plus ROM, so I want to remove that for ROM dumping purposes

iwillbeacircuitbender:
And here is the chip removed from the board
