Title: Speak and Spell. Please help me fix it. Hot IC.

Hi. I tried to circuit bend a speak and spell I bought a while a go  and everything was going right till I touch the power PCB. (I didn't know it was the power PCB.... Now I know it  ::)   )
Well thing thing it's ... When I press the ON button only a little Crack sound it's what I get.
 I check with a multimeter and "I think" voltage out it's ok. (5v and 12v ) ... The more scarry thing it's that one of the IC gets really hot when I turn the battery switch on. (I had add a on/off switch to the battery wire).
Any suggestions?
Do you thing it's fried?? I hope I can bring it back to live it was not easy to find a affordable Speak and Spell.
